Genron NPO adopts the following policy to advocate a secure method for users to input and transmit personal data. This Policy aim to create a personal data-managing scheme, to implement, maintain and improve our activities.


*Genron NPO complies with this internal policy to create an appropriate method for the acquisition and use of individual information, which correlates with Genron NPO's purposes and capacity.
*Genron NPO takes preventive measures against illegal access, theft, destruction, tampering with and leakage of personal information. In the case that such illegal actions do occur, Genron NPO will implement swift corrective action.

 Outline of Our Organization

Genron NPO is led by a Board of Trustees headed by Yasushi Kudo, former editor-in-chief of Toyo Keizai Inc.'s magazine Ronso ("Debate"). The ten or so trustees come from various sectors. There is also an Advisory Board that provides support and advice to the organization, and a Benefactors Board and other other organs. The Board of Trustees meets every month, and the Benefactors Board every other month to manage the operation of the organization. Genron NPO was founded in November 2001 and now has about 500 members.

Genron NPO was founded by Mr. Yasushi Kudo, former editor-in-chief of Toyo Keizai Inc.'s magazines Kinyu Bijinesu ("Financial Business") and Ronso ("Debate"). He is Chairman of the Board of Trustees.

Genron NPO is a registered non-profit organization established in 2001 by thought leaders and innovators who felt that existing public discourse in Japan was not seriously addressing the nation's future. Having recognized this "discourse deficit," they committed their personal resources to rectifying the situation.

Today, Genron NPO has two primary areas of activity. First, we assess party manifestos in order to provide voters with the information resources they need to evaluate politicians and keep them accountable for following through on campaign promises. Second, we facilitate discussions that clarify Japan's future options. To make this information available to the public, Genron NPO is creating a "triple forum" that integrates our Policy Forums, website, and premium quality magazine.

Genron NPO serves as an agent for voters by assessing party manifestos and facilitating dialogue about Japan's future. While existing Japanese media and think tanks are trapped by organizational and marketing constraints, we are reclaiming the public sphere as a place of meaningful, constructive interaction between politicians and voters concerning the content and conduct of public policy. We are providing voters with the resources they need to engage with the political process in an informed way. Our goal is to have a major impact on the Japanese mass media as well as voters.

forum_image.jpgThe two committees that make up Genron NPO's Policy Forum are the core of our effort to develop a sense of urgency among Japanese voters about politics and to facilitate debate about what Japan's future should look like. Discussion feedback is given not only to Genron NPO members but also to 5,000 opinion leaders who contribute their input to surveys and hearings. To publicize these discussions, general and member forums are held regularly and public symposiums are organized occasionally.

policy_img.jpgEstablished in October 2003 to provide timely, useful assessments of party platforms that cut through the vague promises and examine real outcomes. The Policy Assessment Committee aims to provide a mechanism for constant monitoring of how campaign promises are carried out. The conference has eight members who conduct the assessments: Masayasu Kitagawa (Professor, Waseda University; former Governor, Mie Prefecture), Takashi Anzai (President, IY Bank Co., Ltd.; former Director, Bank of Japan), Yuzo Seto (Advisor, Asahi Breweries, Ltd.), Yoshinori Yokoyama (Social System Designer) and Susumu Takahashi (Counselor, The Japan Research Institute, Ltd.). In addition, more than 70 members from the public and private sectors are involved in the work of the Committee.

asia_img.jpgHow should Japan define its identity and establish its role in the world? The Asian Strategy Committee aims to present, by late 2004, a review of the choices Japan faces in developing a vision of the nation's future. By discussing the methodology for formulating such a strategy, the process is brought before the public eye. The Committee also holds an annual international symposium and is building an Asia-wide discussion network. Past international symposia included "How Should Japan Face A Changing Asia?" in March 2003, "Sino-Japanese Relations: Exploring New Possibilities" in December 2003 and "Assessing Japanese Power: A Roadmap For Japan's Future" in March 2004.

Genron NPO is a non-profit organization dedicated to creating forums for responsible, productive debate about Japan's future—the kind of discussion that today's Japanese mass media are failing to provide. To achieve this, Genron NPO has created a new network of opinion leaders from industry, academia and government. Our members are corporate executives, journalists, government officials, economists, and scholars and researchers from many fields who are committed to engaging in serious debate.

The discussions facilitated by Genron NPO bypass pointless arguments and useless criticisms, aiming instead to generate concrete proposals addressing political and administrative issues. We pursue this goal by holding politicians accountable for envisioning and implementing policies, as well as by constructively bringing issues to the attention of voters. At the same time we assess and monitor how the government and political parties put policy into effect. We promote a sense of urgency among voters about political matters, and offer constructive prescriptions for securing a positive future for Japan. Genron NPO intends to expand its network beyond Japan, to open up serious and constructive discussions that reach the rest of Asia and the world.

The objective of Genron NPO is to be an independent and well-managed non-profit think tank that can create a new information medium based on dialogue among a network of individuals, and use this medium to discuss the issues facing Japan and generate policy solutions.

Existing media and think tank organizations are limited by structural and commercial constraints. We believe that by rejecting these established models and creating a new medium, a discussion network of individual opinion leaders, we can play a major role in revitalizing Japan's public discourse.

Genron NPO is the first organization in Japan to create a network bringing together individual intellectuals, thought leaders and experts. We hope to develop along the lines of US organizations that use this model, such as the Council on Foreign Relations.

Members of the Policy Forum Conferences are able to join in the discussion by exchanging opinions over the Internet. A free email magazine is distributed to members and non-members alike, and currently reaches 2,500 subscribers.

quality_img.jpgGenron NPO's most important tool for disseminating information is the premium quality magazine Genron NPO. It is distributed to members and available for sale to the public at bookstores. The magazine are currently issued in Japanese only.

A quarterly publication, it is packed with highlights from discussions in Policy Forums and at the website as well as policy perspectives from Genron NPO and essays and opinions focused on specific themes. It is an opinion journal of outstanding quality that only this NPO can offer.
